  • FL CDL Instructor Requirements

    To become a certified commercial driving school instructor, you must not have any suspensions, revocations, cancellations or disqualifications on your driving record for three (3) years prior to the date of the application. You must also have no felony or misdemeanor convictions, or pled no contest to, or had the adjudication withheld for any of these offenses within five (5) years of application. 


    To become a certified instructor, you must submit:


    1. A completed commercial driving school instructor application (Note: Please type in the form, print it then, save it.)
    2. A Certificate of Completion for: 32-hour Driving Instructor Training Course (DITC) for a new instructor, 8-hour DITC Refresher training for a currently certified instructor, or Driver Performance Analysis System (DPAS) for a temporary instructor certification. The DPAS is a test given to potential instructors who have not been able to take the 32-hour DITC because none were scheduled at the time when the instructor application was submitted. (If you submit the DPAS scores and qualify for a temporary instructor certificate, you must enroll and complete the next scheduled 32-hour DITC or lose your temporary instructor certification)
    3. Provide one set of fingerprints for a fingerprint-based criminal background check. Do Not send a fingerprint card with your application. Print the fingerprint card and visit a live scan provider for electronic submission of your fingerprints. Do not send a fingerprint card with your application. There is a 3–7 day waiting period for results. Results are emailed to the FLHSMV and are valid for 2 years; and a letter of employment from school owner.

    The entire application must be completed in order to process your request. If all required documents are not submitted or information is incomplete, you will receive a letter of denial for incompletion.

    • Fingerprint-based full national criminal background check receipt dated within 90 days of the application. The Driver Education department will receive the background check(s) from the Indiana State Police.

    • Certified copy of your driving record from the state your driver’s license was issued from if the state was not Indiana. The record must be dated within 60 days of the application date.
    • All the following documents must be submitted as an upload at the time of application:
    • Driver Training School Instructor Physical Examination – State Form 53312. Must be signed by a licensed physician and dated within 12 months of the application date. If you plan to only provide classroom training, you are not required to submit this form. However, you must indicate that on the license application.
    • Name and address of employers for the past five years.
    • Documentation demonstrating a minimum of 60 semester credit hours at a postsecondary educational institution, and nine hours of driver education training (theoretical and behind-the-wheel) consistent with nationally accepted standards in traffic safety OR Certificate of Completion for Indiana BMV approved Instructor Training Program AND letter verifying completion of 20 hours of behind-the-wheel training at an Indiana BMV licensed Driver Training School. Documentation is not required for renewal applications.
    • $10 license application fee for a new or renewal requests for an instructor's license. Payment must be made electronically by check or credit card (VISA/MasterCard).

Iowa

  • IA CDL Instructor Requirements

    The process for becoming a new behind-the-wheel instructor includes completing a behind-the-wheel instructor training program, as well as receiving certification from the Iowa Department of Transportation and authorization from the Iowa Board of Educational Examiners.


    Step 1

    Applicant completes a Behind-the-Wheel Instructor Training Course. View a list of approved behind-the-wheel courses. Once successfully passed, the course provider will forward a copy of the course completion to the Iowa DOT.


    Step 2

    Applicant fills out the application for Iowa DOT behind-the-wheel instructor certification and submits it to the Iowa DOT (form 431160 ). Note: Iowa DOT BTW certificates expire every December 31 regardless of when the initial certificate is issued, and must be renewed annually. Applications can be submitted via email or mail to the addresses listed on the application.


    Step 3

    After receiving the Iowa DOT BTW certificate, the applicant applies to the Board of Educational Examiners (BOEE) for BTW authorization. This includes a background check, mandatory reporter training, fee payment, and uploading the Iowa DOT BTW certificate that was issued in step 2. More information can be found on the BOEE website, and applications can be submitted through their online applicant portal. NOTE: BOEE BTW authorization expiration dates vary for every instructor, and expire 12 months from the date of issuance.


    Step 4

    Notify the employing Iowa-approved driver’s education program that both the DOT BTW certificate and the BOEE BTW authorization have been obtained. The employer then contacts the Iowa DOT at drivered.report@iowadot.us to request that the new instructor be added to their list of approved BTW instructors.


    Step 5

    Once the driver education program receives notice that the instructor has been successfully added to their instructor roster, the instructor may begin teaching.


    Once steps 1-5 are completed, please note that you must annually renew your DOT BTW certificate and BOEE BTW authorization with the BOEE (see renewal process below). DOT BTW certificates expire every December 31, whereas BOEE BTW authorizations vary by person, and expire 12 months from the date of issuance.

  • TX CDL Instructor Requirements

    (a) A school shall apply to the Agency for approval to provide a truck driver instructor development course.


    (b) The instructor development course shall consist of 40 hours of course time, which includes at least the following topics.


     (1) Five hours shall cover techniques of instruction including: qualities of a competent instructor, the learning process, methods of teaching, development of efficient teaching habits, demonstration teaching, the use of instruction material and training aids, course preparation, lesson plans, testing and evaluation, and the duration and frequency of lessons.


     (2) Two hours shall cover personality factors affecting the driver and pedestrian including: natural abilities; senses; mind and nerves; bones and muscles; knowledge of vehicle, road, traffic, and self; attitudes and emotions; reaction time; and reactions to alcohol, carbon monoxide, over-the-counter drugs, prescription drugs, illegal drugs, heart ailments, epilepsy, diabetes, insanity, exhaustion, tension, and monotony.


     (3) Six hours shall cover state laws as located in the Texas Motor Vehicle Law book relating to the operation of motor vehicles including: driver's license, vehicle registration, certificate of title, operation of vehicles, uniform act, miscellaneous offenses, and safety responsibility.


    (4) Eight hours shall cover driving procedures including: handling--city, rural, night, mountain, and freeway driving; fog, rain, sandstorms, and other hazardous weather conditions; road hazards and recovery procedures for slick roads; blowout hazards and running off the road; traffic signs, markings, and signals; use of rearview mirrors; vehicle braking and stopping distances; following distances; right-of-way, when and how to yield it; vehicle acceleration and deceleration; yielding right-of-way to emergency vehicles; driver signals; proper passing procedures; procedures and problems for passing on two and three-lane roadways; and super-size motorized equipment.


    (5) Three hours shall cover physical forces affecting the motor vehicle in motion including: forces of gravity; friction; acceleration, mass, and force; inertia and centrifugal force; kinetic energy and momentum; kinetic energy and braking; and horsepower and acceleration.


    (6) Two hours shall cover highway characteristics including: primary, secondary, expressway, freeway, farm or ranch road, two-way two-lane, two-way three-lane, two-way multilane, two-way multilane divided, one-way multilane, parking, and traffic controls. Traffic control topics consist of the following:

    •     (A) sign topics including shape, color, location and importance;
    •     (B) traffic marking topics including center and lane lines, no passing zone, transition markings, turn lane marking, stop lines, crosswalk lines, and so forth; and
    •     (C) signal topics including classification, location, type, timing.

    (7) Two hours shall cover automobile systems and maintenance including: electrical system--generator, alternator, battery, lighting, and electric-powered equipment; cooling system--lubrication and fuel systems; power train--engine, transmission, and differential; brake system--wheels and tires, caster, camber, toe-in, balance, inflation, tire condition, and care; exhaust system; instruments and gauges; compartment adjustments--seat, ventilation, mirrors, headrests, seat belts, and shoulder harness; starting the engine and warm-up procedures; safety devices--door locks, headrests; and miscellaneous features--windshield wipers, heater, and defroster.


    (8) Two hours shall cover behind-the-wheel elementary lessons with demonstration in an appropriate vehicle and practice to be performed in the presence of the instructor including: starting; steering; stopping; shifting gears; backing; turning--right and left; and parking and starting on grade.


    (9) Six hours shall cover behind-the-wheel driving safety lessons with demonstration in an appropriate vehicle and practice to be performed in the presence of the instructor including: developing good seeing habits; speed control; safe following; lane driving and lane changing; intersections and right-of-way; proper signaling; correct turn procedures; detecting of and handling problems--vehicle, cycle, pedestrian; freeway driving--ramp use, entering, exiting, lane use, emergency stopping; parking procedures; entering traffic from parked position; and night driving.


    (10) Two hours shall cover school and instructor approval requirements including the following: school approval requirements, instructor approval requirements, classroom and automotive equipment requirements, required student records, contract requirements, and deportment of instructors.

     

    (11) Two hours shall cover specialized training regarding the following: students with physical, mental, or emotional handicaps; illiterate students; non-English-speaking students; and habitual violators and problem drivers.

  • WV CDL Instructor Requirements

    A commercial driver's instruction permit (CDL instruction permit) may be issued to an applicant who holds a valid operator's or class D license who has passed the vision and/or physical standards, and knowledge tests required for issuance of a CDL.


    The CDL instruction permit may not be issued for a period to exceed one year. A one-year CDL Instruction Permit cannot be renewed.


    The holder of a CDL instruction permit may drive a commercial motor vehicle on the highway only when accompanied by the holder of a commercial driver's license valid for the type of vehicle who occupies a seat beside the individual for the purpose of giving instruction or testing. The permit must be valid for the type of vehicle being driven also.


    A CDL instruction permit may only be issued to an applicant who is at least 18 years of age and has previously held a Level 3 Graduated Driver's License, or a Class E license.


    Upon completion of all tests, the person will receive a CDL instruction permit. When operating a commercial vehicle you must have your CDL instruction permit and regular operator's license.


    Applicants must hold a CDL instruction permit for a minimum of 14 days before they are eligible to take the road skills test. Applicants whom are ready to take the road skills test must contact a Third-Party Examiner to schedule an appointment.

    To become a CDL trainer in Wisconsin, you must meet requirements related to training, experience, and background.

    To become a CDL trainer in Wyoming, you must meet several requirements, including: 


    Training


    • Complete a basic first aid course approved by the American Red Cross or National Safety Council. You must also complete a CDL instructor course. 

    Experience


    • Have at least 3,000 hours of experience operating the class of vehicle you will be teaching within the last five years. You may also need to have two years of behind-the-wheel (BTW) experience within 10 years of applying. 

    Background check


    • Pass a criminal background check and FBI check. You cannot have any gross misdemeanor or felony convictions, unless you have a waiver from the DPS. 

    Medical certification


    • Pass a Federal Motor Carrier Safety Administration (FMCSA) physical. 
    • Training provider registration
    • Register with the FMCSA's Training Provider Registry. 

    Documentation


    • Provide documentation such as your license, MVR, DOT physical, and drug screen results. 
    • Theory and skills test
    • Pass a written test on safety, theory, and rules of road. You must also demonstrate your ability to safely operate a commercial vehicle.

    • Pass a state certified practical examination that evaluates your vehicle inspections, basic control skills, and basic driving skills.
